You will serve as the System Manager for Gateway Chemical Propulsion providing insight and oversight of contractor and partner Gateway chemical propulsion system. Responsibilities include leading a civil servant and contractor team, making technical judgements, planning budgets and schedules, assessing risks, including stakeholders as needed in decisions and evaluations, verification of integrated refueling requirements, audit of element verifications, and support of flight operations.
Duties
Leads and integrates the respective Gateway chemical propulsion team activities including partner oversight, product review, independent technical assessments, and other products required to assure success of the Program.
Provides input on development of budget and staffing requirements for respective systems areas and recommends team allocations across centers based on content, performance, skills and utilization.
Ensures requirements analysis and performance analysis of the end-to-end system; technical management of interface definition development; system integration; and integrated verification and certification activities are performed.
Elevates dissenting and alternate opinions to the Chief Engineer (CE) technical authority and assists in the coordination and issue resolution through the engineering institution and Program Office.
Identifies and assesses systems risks and mitigation plans for their respective systems and participates in the Program risk management process. Works with partners to develop innovative, risk-informed solutions and recommendations.
Reviews test plans, test reports, anomalies, variances, hazard reports, and verification closure rationale for acceptability.
Serves as part of a technical authority chain to accept systems for the government (program delegated) as part of design certification review process, system acceptance review process, flight test readiness and/or Certification of Flight Readiness.
Develops and refines a multi-party integrated refueling operation plan, providing engineering support to flight procedures for operation, and supporting launch and in-space operation of the chemical propulsion systems of Gateway.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Defining, designing, developing, integrating, testing, manufacturing, or operating components for space propulsion systems and associated fluid and thermal systems;
Organizing, planning, and scheduling of technical activities; presenting results/findings to stakeholders or leadership; or defining project requirements, testing methodologies, hardware engineering, integration approaches, or problem analysis during the development and fabrication of liquid propulsion systems to satisfy defined mission parameters; and
Assisting to coordinate teams of engineers from multiple projects, agencies, and disciplines engaged in the design, development, test, and certification of an integrated fluid system.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
