Duties
You will serve as a Department and NIWC Pacific Subject Matter Expert (SME) for CIP and Facilities Major Projects financial processes, reporting, and analysis.
You will provide full spectrum of NIWC Pacific funding guidance to include Direct, Production Overhead (POH), General and Administrative (G/A), and Service Center funding to execute financial and administrative requirements.
You will identify and resolve complex financial problems to ensure the Department complies with all financial management procedures and guidelines.
You will demonstrate leadership abilities in the formulation of A-11 budget submissions in a Navy Working Capital Fund (NWCF) environment and DAR-Q Validation and Certification for the Department.
You will demonstrate full working knowledge of Navy Enterprise Resource Planning (NERP) and Business Intelligence Reporting and Analysis (BIRA) in the financial, procurement and workforce modules.
You will perform business and financial analysis of financial data that will be used by management for decision-making.
You will provide guidance in support of the development of new and improved NIWC Pacific level reports for capturing CIP and Facilities Major Projects data.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NO-05:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band NO-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working independently with Navy Enterprise Resources Planning (Navy ERP), Working Capital fund (WCF), financial analysis and financial strategies, budget preparation and execution, financial reconciliation, and analyze financial management execution.
NO-04:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band NO-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working with Navy Enterprise Resources Planning (Navy ERP), Working Capital fund (WCF), financial analysis, budget preparation and execution, and financial reconciliation.

Education
NO-4:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
