You will serve as a MANAGER in the SPAWAR SYSTEMS COMMAND of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will coordinate and provide oversight of Department operations, program development, process improvement and the management and execution of production overhead. You will advise, administer and supervise professional work such as application of IT principles, concepts, and methods to support the automatic acquisition, storage, manipulation, management and transmission of information. You will apply Communication and Network Department and Center IT policies, procedures and requirements in their technical decision making. You will coordinate and oversee the conduct of Division and Department reviews. You will advise, administer, supervise and perform professional, scientific or technical work such as engineering projects, systems, processes, equipment, devices and materials or methods. You will conduct management studies, organizational mission and function studies, and special management studies. You will exercise supervisory responsibilities for branch personnel such as performance evaluations, travel approval, timecard approval, bankcard and purchase request approval, etc.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at NM-04 or equivalent to the GS grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting management studies, organizational mission and function studies, and special management studies; including the planning of long-range resources and assessing the overall effectiveness of the organization.
