The primary purpose of this position is: To serve as the cyber communications security manager of an information system or network, including managing, planning, directing and organizing information security implications within the organization, specific program, or other area of responsibility.
Duties
Serves as the Communications Security (COMSEC) Manager for all cryptographic activities including managing the Cryptographic Access Program (CAP).
Exercises supervisory personnel management responsibilities.
Serves as the alternate installations Information System Security Manager (ISSM):
Represents the 460 Space Communications Squadron with a variety of installation and functional area organizations.

- Must have or be able to obtain and maintain a TOP SECRET/SCI/SSBI security clearance.
- This position will require the incumbent to be certified IAM Level 2 8570 certification, IAW DoD Manual 8570.01 Information Assurance (IA) Workforce Improvement Program or to obtain the certification within 180 days
- (CONT) of being assigned to the position. Incumbent must take refresher training and pass the recertification requirement as required by the program manager. Failure to obtain and maintain the 8570 certifications may
- (CONT) result in loss of position and/or reassignment.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42,
- This is a KEY position. In the event of a crisis, the incumbent, or designated alternate, must continue to perform the duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take
- (CONT) part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key
- (CONT) position and requires that the incumbent, or designated alternate, be removed from any military recall status.
- This is a drug testing position. Random drug testing is required.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12-hour shifts.
- The employee must attend, successfully complete and maintain MIM qualifications and currencies per lead command, within 6 months of being hired.
- DoD cyberspace operations experience is required.
- The work may require the employee to drive a motor vehicle. A valid driver’s license is required for the position.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes Applying methods of network operations and protocols and computer forensics principles as well as either a broad range or in-depth specialized knowledge of some or all of telecommunications operating techniques, digital and analog communications requirements
(sometimes including video), local and wide area networking, and procedures used by Federal and industry organizations, policy and, in some cases, policies and practices of other agencies, and knowledge of sources of technical data necessary to evaluate alternative approaches for satisfying communications requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of computer networking concepts and protocols, and network security methodologies.
2. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
3. Knowledge of laws, regulations, policies, and ethics as they relate to cybersecurity and privacy.
4. Knowledge of cybersecurity and privacy principles.
5. Knowledge of cyber threats and vulnerabilities.
6. Knowledge of specific operational impacts of cybersecurity lapses.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
