THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY IT CYBERSECURITY SPECIALIST (INFOSEC), Position Description Number T5893000 and is part of the CO 140 Wing, National Guard.

Duties

This position is located in the Advanced Programs Office (CCZ), Special Access Program (SAP)Branch of an Air National Guard (ANG) Wing Staff. The incumbent will serve as the Information Systems Security Manager (ISSM) under the direct supervision of the Program Manager of Wing Advanced Programs. Serves as the principal advisor to the Wing Commander and Director of Advanced Programs on the latest industry and technological projections as they pertain to SAP Cyber Security/Information Security for the network enclave infrastructure. Provides leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable SAP cybersecurity workforce to accomplish assigned missions. Establishes performance standards and evaluates employee performance. Reviews and recommends approval of candidates for promotions and recognition. SSM responsibilities include (taken from Joint SAP Implementation Guidance and AFI 17-101): A. Implementation of the RMF. Maintain and report IS and IT systems assessment and authorization status and issues in accordance with DoD Component guidance. B. Monitor compliance with cybersecurity policy, as appropriate, and review the results of such monitoring. C. Act as the primary cybersecurity technical advisor to the Information System Owner (ISO) for DoD IS and IT systems under their purview. 5. Collaborates with other supervisors and managers within the Wing and command to negotiate, decide on, or coordinate work-related changes affecting their operations. Performs other duties as assigned.

Requirements

  • Must be a current T5 Federal Employee within the COANG.
  • This position is eligible for certification IAW DoD 8570-01-M, 12/19/05. All certifications are required within 6 months of employment.
  • May possess a SECRET clearance but must be able to obtain a TOP SECRET clearance with SCI eligibility within 6 months of employment.
  • The employee will be required to have, or obtain, and maintain a valid driver’s license.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing.

Qualifications

1. Specialized experience will be used to determine qualifications for the announced position. 2. An applicant's RESUME must provide, in detail, how they meet each specialized experience listed below. 3. It must be documented with "from (mm/yy)" and "to (mm/yy)" dates and description of the specialized experience. 4. If education or a degree is required as part of the "Specialized Experience", you must include transcripts. DO NOT copy each bullet listed below word for word and place into your resume; you must describe your personal experience as it pertains to each bullet. You will be immediately disqualified if you fail to include specialized experience in your resume. Must have at least 36 months of Specialized Experience in each of the following: 1. Experience that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. 2. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. 3. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. 4. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. 5. Experience in managing the function of the work to be performed. 6. Experience which includes leading, directing and assigning work of personnel. Preferred experience: SEC+, supervisory skills, proficient in managing total infrastructure protection environment; system security certification and accreditation requirements and processes; as well as Federal information systems protocols.

Education

Substitution of Education for Specialized Experience - For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
