Duties
For Senior Engineers: Serve as the senior technical advisor for a respective technical domain area in the review of technical documentation, development of project efforts, and customer engagements.
Provide technical direction of branch-specific research and engineering activities to ensure work is resourced appropriately.
Evaluate state-of-the-art commercial and military power and energy systems to inform the feasibility and suitability of new technologies or designs.
Conduct exploratory research, as applicable, in the areas of electrochemical systems, power electronics, power generation, and power data and controls; documenting results in official research papers, patents, and publications.
Use engineering analysis to assess complex technical challenges, decompose those challenges into executable research/engineering areas, and communicate direction to junior staff.
Guide the technical resourcing needs of current and future efforts through close collaboration with personnel across the division.
Guide junior staff in the development of research papers, patents, and publications, as applicable.
Serve as a mentor to junior engineers conducting work within the branch.
Serve as laboratory manager for all branch spaces.
Manage laboratory standard operating procedures and equipment needs.
Recommend technical training needs/opportunities to their respective branch chief to maximize readiness and personnel growth.
For Chief Engineers: Leads the divisions strategic outreach, partnerships, and business development activities to build coalitions and address the Army's critical power and energy challenges.
Leverages technical expertise from across the branches to shape the development of future Science and Technology efforts. Work directly with Branch Chiefs and Senior Engineers across the division to shape proposed work.
Oversees the programmatic execution of high priority international and/or cross-organizational efforts across the division.
Provide oversight, conduct assessments, and coordinate recommendations and findings on the implementation of policies, strategies, plans, and resourcing decisions within Army and across the Department of Defense.
Represent division interests with key stakeholders, shaping the development of technical science and technology roadmaps and associated investment decisions at Power and Energy focused organizational bodies across the government.
Lead knowledge management activities in respective area to include, integrated product teams, roadmaps, guiding development of reports, info-papers, repositories, marketing materials, lunch-and-learns and division collaboration sites.
Support the mentoring of junior staff in effective methods of stakeholder management and program management activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
- Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Must be able to obtain and maintain a Secret Security Clearance.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering Technical Management (ETM) within 60 months as of entrance on duty.
Qualifications
This position is being filled under the Direct Hire Authority (DHA) Bachelors Degree for Scientific and Engineering Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020.
Serve as either Senior Branch Engineer or Chief Engineer in one of the following areas: Power Electronics; Power Data & Controls; Small and Alternative Power Generation; Mobile Electric Power; Power & Environmental Systems Readiness; Energy Materials & Systems Analysis; Soldier Power Systems; or Ground/Aviation Power Systems.

In addition to meeting the Basic Requirement, applicants must have one year of specialized experience at the DB-03 (GS-13 grade level or higher equivalency). Specialized Experience:
One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DB-03 pay band (GS-13 level) in the Federal Service that includes: 1) Comprehensive understanding of power and energy technologies applicable to Soldier, Ground, and Aviation platforms across power ranges from watts through multiple kilowatt power levels, 2) Leveraging commercial specifications or government standards, to include USB and MIL-STD-3071, in the development and execution of technical work 3) Leading an integrated product team (IPT) to develop and deliver an integrated product for a customer, 4) Initiating, leading, and managing acquisition and/or research & development efforts with a highly technical team 5) Creating new customer relationships and sharing technical/programmatic outcomes, 6) Using engineering analysis to assess and decompose complicated technical challenges into executable research/engineering areas, and/or 7) Developing or collaborating with others on papers, patents, and/or publications.
Basic Requirement for Engineer (0801, 0830, 0850, 0855 and 0893 Series):
A. Degree: Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);
OR
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
