This position is part of the National Archives and Records Administration. incumbent will perform analyses, management studies, and surveys concerning organizational structure and behavior, business practices, methods, new techniques, manpower, space and equipment requirements, and utilization of activities producing recommendations to ensure maximum efficiency and economy of resources in accomplishing the mission.
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a MANAGEMENT ANALYST, you will:
Conduct management studies, audits, analyses, reporting, design, and surveys of the various organizational elements such as but not limited to budget and procurement, systems and system applications, billing and task, management and business practices, organization structure, administrative support, data collection and analysis, local and organizational policy, manpower and human capital utilization, space management, communications, physical layout, work-flow methodologies, and office equipment utilization.
Identify weaknesses such as overlapping functions, duplication of effort, uneconomical workflow and distribution, and other inefficiencies within an operational and management area and develop courses of action for improvement or correction.
Prepare reports outlining findings, analytical statements of fact, make recommendations, etc., based upon the application of good management principles, theories, techniques, methodology and the selection and application of precedents which may be analogous to problems to be resolved.
Conduct or participate in the conduct of studies to develop or revise automatic data processing and other mechanical systems to achieve the most economical and efficient system for preserving, referencing, processing and storing very large collections of records covering a wide range of subject matter and types of activities.
Create, update, and maintain desktop computer applications and/or web pages using NARA-approved software to (1) provide the workforce reference tools such as, but not limited to, memos, case processing guides, job aids, forms, indexes, pattern response library, and links to external references; and (2) automate the compilation and processing of data from various sources to efficiently produce a wide variety of administrative and management reports.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-7: You must have one year of experience at the GS-5 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes experience working with technology software to assist with business practices within organizations. Examples of such experience could include:
- Compiling data from various sources to produce management reports; AND
- Conducting data analysis on information within business applications and projects.
OR
You may substitute education for general or specialized experience as follows: One full academic year of graduate level education where it is directly related to the work of the position or Superior Academic Achievements: Based on a Bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-07, you must have been at the GS-05 level for 52 weeks.

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
