You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN/INET) in the CCorporate Operations Department (N9, in the Knowledge Management Division. of MILITARY SEALIFT COMMAND
Duties
You will oversee the application of MSC’s cyber readiness program, as it relates to knowledge management to ensure compliance with DoD and DoN cybersecurity requirements.
You will ensure that security improvement actions are evaluated, validated, and implemented as required.
You will continuously validate the organization’s adherence to policies, guidelines, procedures, regulations, and laws to ensure ongoing compliance.
You will oversee policy standards and implementation strategies to ensure that procedures and guidelines align with cybersecurity policies.
You will supervise and direct subordinate personnel by establishing clear performance guidelines, criteria, and priorities.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- Cyberspace Workforce position, work role code 752 – IT Investment/Portfolio proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2.
- Must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
- You will be required to participate in continuous learning. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
- Credentials as described in SECNAV M-5239.2. for the DCWF role 752-Cyber Policy and Strategy Planner, at the proficiency level of advanced.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
For GS-14: Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation
.3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures.

For GS-14: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector:

Experience in prioritizing both short-term and long-term tasks, while creating work schedules to ensure timely and efficient completion.
Experience in applying advanced expertise in cybersecurity, IT principles, methodologies, graphic markup languages, programming languages, and cloud/internet technologies. Utilizes cutting-edge internet and cloud solutions to enable global access to information and briefing products via MSC SIPRNET and NIPRNET SharePoint/intranet portals, as well as other established platforms.
Experience in managing internet/portal and cloud initiatives, including the development, interpretation, and enforcement of policies and program guidance for Knowledge Management and content display initiatives.
Experience in researching and integrating emerging technologies and techniques to meet evolving business and technical needs.
Experience in creating and documenting methodologies for sharing best practices and insights across teams.
