Operations Manager for the Primary Care Service is responsible and responsible and accountable for the administrative operation of this service and its programs including, the Primary Care Clinics and the Community Based Outpatient Clinics.

Duties

Duties include: Developing, organizing and directing the primary care program to provide the most effective patient care within available resources consistent with policies and guidelines of the Department of Veterans Affairs, VISN 16 and medical center's mission, vision, values and policies. Plans the delivery of patient care provided by Primary Care Service to ensure it is consistent with VHA policy and external agencies such as the Joint Commission and Office of Inspector General Combined Assessment Program (OIG CAP). Ensures appropriate measures are taken to any adverse impacts on patient care when projects in the Primary Care Clinics are considered and planned for that result in interruption of patient care services, utility shutdowns, computer shutdown, changes in employee working conditions, etc. Implements policies and decision-making processes that enhances accessibility for the veteran patient. Monitors access and makes changes and implements changes to improve access. Facilitates development, implementation, and analysis of primary care cost containment program. Develops annual budget within the limitations set by budgetary allocation, for approval by management. Develops the Annual Management Briefing and prepares and incorporates the proposed budget for Primary Care Service. Develops new program areas and extends existing programs including writing necessary proposals/justifications necessary for funding staff, physical facilities, supplies, and equipment for short or long range program planning and development for effective delivery of health care service. Assesses patient satisfaction and performance improvement activities and does so by fostering a patient focused environment resulting in demonstrable improvements in patient service outcomes. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Applicants must have one year of specialized experience at least the next lower grade level (GS-11) in the normal line of progression for the occupation in the organization. Specialized Experience Includes: Providing administrative support such as being the first point of contact and routing information. Processing and reviewing documents. That may include legal documents, billing information, medical records, or administrative records for completeness and accuracy. Utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information for use in litigation and/or to accomplish time or case management functions. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: While the work is partially sedentary, there are demands for standing, walking to decentralized clinical locations, bending, and carrying small weighted objects. The work requires routine travel to and from three CBOCs (Monroe, Longview, and Texarkana). It may also require occasional travel throughout the VISN.
