The position serves as the Office of Community Care (OCC) Business Manager. S/He has decision-making authority, responsibility, and accountability on issues affecting the Community Care program and department. The position collaborates with operations and program managers to ensure integrated goals & priorities for OCC are met. S/He also works closely with peers in other care/service lines to meet their needs as internal customers and the needs of the external customers as well.
Duties
Duties include:
Develops and implements policies relating to all care in the community programs provided in coordination with multiple clinical, allied health, and administrative services.
Establishes and monitors the accomplishment of program objectives and goals, evaluating and modifying such goals and objectives.
Plan, develop, organize, evaluate and direct an environment to support the customer / community provider experience with quality community care administrative operations. COMPETENCY ID: 331
Identifies and implements changes in organizational structure and programming based on treatment needs of the Veteran population. Knowledge with which to periodically identify, organize, and ship inactive records to federal archives or the appropriate VHA medical center.
Makes recommendations relative to cost reduction or efficiencies.
Analyzes and provides interpretation of workload and other data used in resource planning for top management. Makes recommendations to senior executive management related to current and anticipated human resource needs.
Assists in the recruitment and selection of licensed and non-licensed clinical staff, and supervisory/management officials, and other support personnel.
Conducts investigations and carries out counseling, discipline, and administrative action as necessary.
Prepares and reviews-controlled correspondence for the Medical Center Director's signature, including correspondences to Congressional and other political leaders and veteran organizations.
Participates in scheduled conference calls; and completes Action Items/deliverables at all levels, as needed.
Attends meetings, multidisciplinary team conferences and makes recommendations for corrective action on a variety of committees.
Work Schedule: Monday through Friday; 8:00am-4:30pm; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Assist in the oversight, management, and/or coordination of a health care program and/or services;
Perform personnel management and administration responsibilities for an organization with varied functions and activities;
Manage and coordinates online communication tools such as internal SharePoint websites and other related informational tools;
Applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program, coordinating activities, , etc.; and ensures the clinical functions are operating effectively and efficiently.
Establish and maintain effective working relationships at all levels of key management officials and Nurse Executives, applying tact, ingenuity, and resourcefulness.

Physical Requirements: The position work is primarily sedentary but may involve walking, standing, bending, and carrying small items. Occasional travel for VISN or National meetings may be required.
