Duties
As a Division Director Section 8 Financial Management Center, you will:
Directs a staff of financial analysts, program analyst, program assistants and contractor staff with knowledge of the Section 8 program financial management activities. The staff reviews for approval all financial documents related to rental assistance payments to owners, managers, and contract administrators.
Resolves sensitive issues by interpreting and applying new and existing policy and procedural instructions issues by Headquarters and/or Hub Field offices for staff, owners, managers, and contract administrators.
Maintains contacts with Headquarters staff, Hub Field Office Directors, Store Fronts, and other Center Directors to ensure communication and to resolve sensitive and controversial issues.
Ensures the creation of problem-solving partnerships by identifying and developing a network of relationships with public interest groups, State and local officials, resident organizations, and representatives of the private sector, such as non-profit organizations and foundations.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Experience with the administration of Section 8 Programs, Public Housing Agencies (PHAs) or similar low income housing programs, and the statutory and regulatory authorities that govern these programs; AND
- Working experience in accounting, financial analysis, or financial management; AND
- Directing or managing staff or serving as a project lead, establishing and monitoring program objectives, and setting priorities based upon changing programs, policies and procedures; AND
- Serving as an advisor to management in regards to identifying and providing solutions to improve Public Housing occupancy, management, maintenance, operations, and accountability.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
