As a Project Manager, you will be responsible for overall project management of Prospectus Level projects, which comprise the most major, politically sensitive, and complex initiatives.The Leasing Division provides world-class workspaces in support of our customer agencies’ missions by providing superior space acquisition solutions that deliver the best value for our customers.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Leads development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact. Acquires and manages fiscal resources for each major development initiative.
Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects.
Manages all aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget.
Determines project risk and assesses project activities and resources to mitigate risk on behalf of the government.
Negotiates contract specifications and design changes. Participates in review of bids, contractors' negotiations and technical and business discussions with contractors.
Negotiates and coordinates project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations.
Provides leadership and direction to a wide range of representatives from within and outside the Federal sector during the development and management of complex projects.

The GS-13 salary range starts at $105,029 (KC) or $105,896 (St. Louis) per year (2024 General Schedule Pay Table). To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects in a real estate environment. This experience must include:
Managing complex projects (balancing scope/quality, schedule, budget and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout;
Interpreting multi-level customer needs and developing them into actionable requirements;
Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies;
Managing multiple stakeholders by developing relationship strategies;
Applying procurement knowledge and experience to manage contracts supporting assigned projects; and
Negotiating sound real estate business transactions.
