The Defense Civilian Personnel Advisory Services (DCPAS) mission is to be the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. DCPAS is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen the DoD civilian workforce's mission readiness and enhance all aspects of the total civilian lifecycle.
Duties
As a Human Resources Specialist (Compensation) at the GS-0201-13 some of your typical work assignments may include:
Serves as a senior technical authority on difficult and complex issues advising other experts on how best to resolve issues and interpret guidance applying an understanding of the DOD position.
Gains management acceptance at all but the highest levels for implementing HR recommendations that involve establishment of precedents or new program requirements impacting DOD components.
Reviews and evaluates new or modified legislation and regulations for their impact on existing programs. May recommend the need for legislation in assigned program areas.
Evaluates and make recommendations concerning overall plans and proposals for complex agency HR projects impacting the accomplishment of DOD strategic directives including new interpretations and recommendations for additional policies and interpretive guidance.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 12 grade level in the Federal service:
Experience planning or conducting Federal prevailing rate wage surveys
Applying comprehensive knowledge of HR management principles, concepts, practices, methods and techniques as required to significantly change, interpret and develop wage and salary program policies, concepts, methods and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
