Duties
You will serve as an IT SPECIALIST (PLCYPLN/INET) in the CORPORATE OPERATIONS DEPARTMENT (N9) of the MILITARY SEALIFT COMMAND (MSC) located in NORFOLK, VA.
You will serve as the Command's recognized expert in knowledge management, internet/portals and cloud initiatives.
You will develop and maintain the MSC Knowledge Management Strategy to encompass all aspects of people and processes enabled by technology to make better, faster decisions and reduce the need to rediscover knowledge.
You will lead pilot projects using Knowledge Management tools and techniques.
You will develop, design, set up, and maintain Cyber Defense MSC websites/portals, and knowledge dissemination systems to the MSC worldwide enterprise.

Qualifications
Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying an expert knowledge and skill in advanced analytical, mathematical, or statistical theories, principles, and practices sufficient to perform the full range of specialized duties such as improving the effectiveness and efficiency of the mission areas of MSC.
Experience applying knowledge of tools and techniques to conduct extensive performance measures of command performance characteristics, evaluation indicators, and knowledge of techniques and tools that will be employed to assess the holistic readiness of MSC and improve overall systems performance.
Experience applying an expert knowledge of data analysis, research and experimental methods, and statistical analysis in order to
conduct advanced analytics work and studies.
Experience applying an advanced knowledge and expertise of IT concepts and principles and skill in project management processes in order to lead multi-disciplinary teams and cross-organizational working groups in the implementation of knowledge management initiatives that align people, processes, and tools across the organization.
GS-12:
In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying complex analytical, mathematical, or statistical theories, principles, and practices sufficient to perform the full range of specialized Management Analyst duties such as improving the effectiveness and efficiency of the mission areas of MSC.
Experience applying knowledge of Big-Data systems and Big-Data Applications needed conduct advanced analytics work and studies and recommend improvements to command Big-Data operations.
Experience applying comprehensive of knowledge and skills identifying data that is available and relevant, including internal data sources, external data sources, and leveraging data collection processes.
Experience applying a comprehensive level of knowledge in data collection and analysis in order to create predictive and prescriptive data analytics.
