About the Position: Serve as a Contract Specialist for the U.S. Army Mission and Installation Contracting Command (MICC) located at Fort Eisenhower, GA. *This is NOT a remote position.*

Duties

Administer contracts for a variety of equipment, supplies, and services. Perform pre-award functions to procure systems and services. Perform post-award functions for compliance. Serve as warranted contracting officer. Use computer equipment to enter the contracting database.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Business travel will be up to 15% of the time.
  • Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.

Basic Requirement for a Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: QUALIFICATIONS FOR THE GS-09: Specialized Experience required for GS-09:One year of specialized experience which includes: (1) Reviewing contracts for accuracy in accordance with policy; (2) Developing procurement plans to meet the needs of the organization; AND (3) Utilizing automated systems to monitor contract action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) QUALIFICATIONS FOR THE GS-11: Specialized Experience required for GS-11:One year of specialized experience which includes: (1) Analyzing contractual requirements to determine appropriate procurement method; (2) Monitoring contract performance for compliance with terms and conditions; AND (3) Issuing solicitations for goods and/or services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, finance, law, contracting, purchasing, economics or organization and management. QUALIFICATIONS FOR THE GS-12: Specialized Experience required for GS-12: One year of specialized experience which includes: (1) Analyzing contract data to identify issues and recommend corrective action; (2) Performing cost analysis to conduct contract negotiations; AND (3) Implementing guidance for the procurement of goods and/or services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). PLEASE NOTE: Selection(s) may be made at the GS-09, GS-11, or the GS-12 level. If selection is at the GS-09 or GS-11 level, the position will be considered Developmental with Full-Performance at GS-12.
