About the Position: This position is within the U.S. Army Mission and Installation Contracting Command. Their mission is to provide World Class products and logistics support. This position will exercise full range procurement analyst service.

Duties

Serves as the Director, MICC Contracting Office. Determines actions to be taken on specific solicitations and contracts actions involving approvals of awards, disposition of protests, correction of mistakes, disputes, defaults, etc Evaluates overall performance of subordinate/leaders. Implements Commercial Activities (CA) contracting guidance from higher headquarters and develops and implements MICC contracting guidance for the CA program. Participates in or conducts conferences, staff studies, etc. pertaining to overall management and programming, mid and long term planning for acquisition activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Formerly Senior DAWIA Level 3. Selectee must meet position the Contracting Functional Area requirements for "DoD Contracting Professional" within 36 months of entrance on duty.
  • Unless waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • Supervisory probationary period may be required.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to at least the NH-3/GS-13 grade level in the Federal service which includes work that involves: 1) Participating in operational planning with top management and key operating officials to advise on the contracting implications. 2) Providing commanders, other senior leaders, and subordinates authoritative interpretations of policy and procedural regulations. 3) Attending meetings to augment the missions of the installation. 4) Establishing the organizational structure for accomplishing the mission. 6) Maintaining surveillance to ensure that small business firms receive appropriate consideration in awarding contracts. 5) Approving or rejecting personnel actions proposed by subordinate supervisors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03). You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementManaging Human ResourcesPlanning and Evaluating This is a Mid-Level NH-04 in the AcqDemo Pay banding scale. The NH pay band covers grades 14/15 on the GS scale. This position is subject to a salary control point equivalent to GS -15 step 6- $167,690. If the incumbent's salary currently exceeds the stated salary control point, the incumbent's salary control point will be set at the incumbent's existing base salary with the Rest of US Locality Pay Area rate applied.
