About the Position: Fort Eisenhower, the Home of the U.S. Army Cyber Center of Excellence. Augusta is famous throughout the world for its major attraction, The Masters Golf Tournament. Augusta has a moderate year-round climate and is located a few hours from Atlanta, Savannah and Columbia, Charleston, SC. Ft Gordon's location offers close proximity to metropolitan areas and is an easy drive to Atlanta, Savannah, the beaches along the Atlantic Ocean and the foothills of the Appalachian Mountains.
Duties
Performs pre-award and post-award functions for procurements involving complex contracts of highly specialized medical Personal Service Contracts, new or innovative medical equipment systems, medical clinical research, and medical services.
Develop solicitations for assigned requirements which include provisions, clauses, and well-defined statement of work and award factors.
Determine the appropriate procurement method for contract actions such as contract type, method of solicitation, inclusion of options, determinations, milestones development and sources to be solicited.
Proactively identify and define complex problems and implement strategies or techniques for resolving problems (e.g., determining priorities and resolving conflict among customers' requirements).
Responsible for a large volume of various regional and/or DoD medical contracting actions that include pre award and post award functions.
Execute procurement functions that are not well defined in accordance with statutes, rules, regulations and procedures.
Major contributor to/lead author of management reports or contractual documents for external distribution.
Report project or program results to all levels, internally and externally.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Disclosure Statement OGE Form 450. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- This position requires the Defense Acquisition Workforce Improvement Act (DAWIA) certification in Contracting Professional within 36 months of hire.

Basic Requirement for: Contract Specialist, NH-1102-03
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes application of procurement regulations and contracting principles, acquisition planning, soliciting offers, negotiating proposals, awarding contracts, administering contracts and close out of completed contracts; implementation of contracting policies to assure compliance with statutory and regulatory acquisitions, directives and guidance.

Education
