Duties
Serves as senior analyst and functional project lead responsible for Market Intelligence requirements, including initiatives, policy and program guidance.
Collaborates with and conducts liaison efforts with Supplier Relationship Managers to develop enterprise-wide market research projects.
Leads initiatives to improve communication with industry and gather data and information to be used throughout the acquisition process.
Assists with planning functions, conference coordination efforts, logistics for events and special projects.
Identifies supply chain risks and likelihood of disruptions and needed policy, legislation, and regulation changes required to strengthen the agency’s ability to fill requirements.
Assesses areas of opportunity and develops business plans, proposals, recommendations, and memorandums of agreement.
Establishes regular industry contacts/discussions to identify and document commercial practices that can improve operations and stimulate industry interest
Serves as the primary advocate and advisor for the Land and Maritime Command on Market Intelligence to improve and strengthen the Defense Industrial Base.

Qualifications
To qualify for a Market Intelligence Program Manager your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Developing strategies, customer surveys, and/or studies to identify customer support or sales opportunities.
- Experience with a wide variety of acquisition principles, policies, and program requirements.
- Building rapport with Suppliers concerning acquisition and logistics functions.
- Integrating Market Intelligence into policy efforts and developing strategic action plans to mitigate identified risks.
- Performing industry research and assessment, and developing presentations, briefings, and written reports of findings.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
