This vacancy is for a Management Analyst in the Minority Business Development Agency (MBDA) within the Department of Commerce.
Duties
As a Management Analyst, you will perform the following duties:
Advise and make suggestions to Human Capital Director of process improvement programs.
Liaise with assigned HR Recruitment Specialists to ensure job opportunity announcement (JOA) assessment questions provide an opportunity to accurately capture the best-skilled candidates to perform the most important and pertinent job functions.
Serve as agency training officer for MBDA. Supports MBDA management by coordinating the development, delivery, and evaluation of all agency training and skills development programs, including: Identification of MBDA's human capital (i.e. knowledge, skills, ability and/or talent) required to execute and deliver its mission, goals objectives, and performance metrics.
Write formal internal guidelines, policies and procedures for areas of assignment, and regularly monitors, reviews and analyzes their documentation procedures and controls.

To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Serving as a consultant providing authoritative advisory services in the application of human capital principles, laws, and regulations related to at least 3 of the following: recruitment, staffing, classification, compensation, workforce planning and personnel action processing AND
Developing written guidance on administrative personnel matters that include internal operating procedures and policies;AND
Recommending process improvements to operations or administrative issues impacting an organization or business.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
