The Office of Resolution Management, Diversity, and Inclusion (ORMDI) supports the VA's commitment to improving the lives of employees, Veterans, families, caregivers, and survivors to ensure equitable treatment and experiences with VA. ORMDI is responsible for managing EEO complaints for all of VA and advises senior leaders via governance boards and processes on a wide range of issues to eliminate barriers for underserved communities advancing Inclusion, Diversity, Equity, and Access (I*DEA).
Duties
Analyze Office of Management and Budget (OMB) directives or agency guidelines.
Provide technical guidance on all aspects of budget areas to agency officials or managers.
Prepare all budget phases that occur within the complete budgetary cycle.
Develop budgetary actions within each phase of the budget cycle i.e. general operating expenses, budget execution, presentation, implementation, etc.
Review long-range budget/program requirements to ensure adherence with Congressional intent or established departmental policy.
Maintain reimbursement reconciliations for both current and prior years.
Identify impact of new/revised budget legislation, policies, or program requirements.

Qualifications
Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Analyzing budgetary directives or guidelines for an agency; (2) Preparing all phases of budget within a complete budgetary cycle; (3) Reviewing long-range budget requirements to be in adherence with Congressional intent and departmental policy; and (4) Identifying the impact of new or revised budget legislation, policies, or program requirements.
Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Education
There is no educational substitution for the GS-14 level.
