The purpose of this position is to ensure accurate budgetary forecasts, formulation, execution, presentation and reporting to the VISN, Medical Center Director and PENTAD, Services Chiefs and other regulatory agencies; to promote organizational effectiveness; and to manage the integration of HR SMART, VATAS, and Defense Finance and Accounting Service to ensure accurate payment of salaries to more than 4000 employees at Central Arkansas Veterans Healthcare System (CAVHS).
Duties
Duties:
Serves as the direct supervisor of Budget Section employees
Assigns work based on the priorities and capabilities of subordinate staff.
Listens to and resolves complaints, refers group complaints and major concerns to higher level supervisor, effects minor disciplinary actions.
Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and programs into an annual budget proposal.
Identifies and analyzes trends in the receipt, obligation, and expenditure of funds to ensure that objectives of the annual financial plan are being met in a timely manner and that funds are available and being properly and effectively used to support program objectives.
Conducts special studies and analysis to develop required data and information for reporting purposes, and prepares administrative reports/responds to action items required by the CFO, the MCD, VISN, and VACO.
Reviews obligations, manages Fund Control Points (FCP), and prepares various reports timely.
Work Schedule: Monday - Friday 8:00 - 4:30pm (subject to change based on the needs of the agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Develop budget proposals by reviewing, editing, and consolidating annual and multi year budget estimates for assigned programs.
Identify and analyze trends in the receipt, obligation, or expenditure of funds to ensure timeliness and funding is being properly used to support program objectives.
Identify unforeseen factors in the development and production of budget requests and provide consultation to leadership on how to overcome barriers.
Supervise or lead a section or small team in meeting the needs for an organization.
Develop performance standards, training and development for staff

Physical Requirements: The work is principally sedentary, although at times it may require some standing, bending, walking, carrying of light items such as papers, books, files, etc. No special physical demands are required to perform the work.
