The Budget Analyst is located in the Budget and Travel section of the Fiscal Service. Fiscal Service performs professional and technical budget work and provides advisory financial services that affect a major regional healthcare presence. The Budget Analyst is responsible for the detailed and efficient operation and control of day-to-day fiscal activities at this facility.

Duties

Provides financial advice and performs financial evaluation and assistance work for internal agency operating programs. Examples of such programs include: medical care funds, education, research, operations or maintenance programs in direct support of the mission or objectives of the facility. Performs budget analysis work for internal operating programs in support of one or more of the phases or systems involved in budget administration including the formulation, presentation, or execution of a budget. This includes preparing salary projections, monitoring FTEE projections, and reporting actual performance compared to budget. Monitors staffing by program and subaccount and provides summary reports with exceptions or questions identified for Supervisor and Fiscal management. Performs operational program budget execution duties. Performs studies and audits on control and use of funds throughout the year. Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. This includes monitoring the propriety and rate of expenditures of budgeted funds through contacts with program officials, review of documents, and examination of accounting records. Responsible for accurate preparation and entry of budgetary data into a variety of forms, schedules, and reports. Recommends and makes adjustments when required. Prepares a variety of reports related to the status of funds, expenses, obligations, FTE and workload. Enters data from a variety of sources into forms, reports and schedules. Makes adjustments to ensure accurate portrayal of status of funds. Ensures that all reconciliations are made as to workload data, accuracy, distribution of programs, etc. Provides timely customer support to service and program managers for funding-related activity. Other Budget and Fiscal Support: Performs a range of duties associated with either financial or operational audits of internal operating programs. Reviews the program or organization's degree of compliance with the principles of sound financial management. Prepares financial reports and compiles financial data in a meaningful way. Creates reports and develops constructive recommendations for improvements to the financial position of the organization. Monitors compliance and implementation of recommendations. Prepares a variety of reports and recommendations based on findings. Enters budgetary data into a variety of forms, schedules, and reports. Recommends and makes adjustments when required. May be called upon to provide assistance and/or serve as a back-up for Employee Travel functions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00 am - 4:30 pm (subject to change based on the needs of the facility) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-9 Minimum Qualification Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience performing budget analysis work in support of one or more of the phases or systems involved in budget administration including the formulation, presentation, or execution of a budget. Experience ensuring that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. Experience in ensuring that all reconciliations are made as to workload data, accuracy, distribution of programs, etc. to identify, explain, and resolve variances as appropriate. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcript Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have combination of education (beyond one full year of graduate level education or superior academic achievement; if related) and specialized experience as described above. This education and experience must have provided the knowledge, skills, and abilities to do the work of the position. (Transcript Required) GS-11 Minimum Qualification Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience using various accounting, budget, and/or financial system software applications and computer systems. Experience using Microsoft Excel. Experience using finance-related terminology and account codes relating to an automated system; working with cost centers and fund control points; preparing and reviewing financial documents to verify financial data and necessary entries; balancing and reconciling accounts, records, and reports; collecting and compiling financial data to prepare reports; experience validating data and performing research to resolve inconsistencies; experience entering financial transactions into an automated data management system. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Transcript Required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of education (beyond the second year/Master's level, LL.B or JD if related) and specialized experience as described above. This education and experience must have provided the knowledge, skills, and abilities to do the work of the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Primarily sedentary work. Typically, the employee may sit comfortably to do the work.
