Duties

Develops and manages all aspects of the organizational physical security program and evaluates existing programs for adequacy and efficiency. Develops and administers a personnel security education and training program that assures all employees are knowledgeable of applicable policies and procedures. Develops and administers security awareness training programs. Reviews, drafts, and implements Operations Security plans which are effectively tailored countermeasures based on applicable adversarial threat information. Advises management and procurement officials on industrial security requirements, reviews security documentation to identify the level and extent of protection required for the projects, systems, and information at organization and project sites.

Requirements

  • Must be a U.S. Citizen.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Registered for Selective Service (males born after 12-31-1959)
  • Drug Testing Position, subject to pre-employment and random drug testing. Individuals tentatively selected for drug testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
  • This position requires background screening for Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • This position requires background screening for Presidential Support Duty (Yankee White) suitability.
  • Travel away from normal duty station may be required.
  • Security Certification required (Security Fundamentals Professional Certificate) through SPeD. The incumbent of this position is required to obtain and maintain Tier 1 Security Fundamentals Professional Certification (SFPC).
  • Presidential Support Duty (PSD) approval is required. Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II, minimum).
  • Prior to selection, the applicant must be pre-screened for PSD suitability. The applicant must maintain PSD approval to remain eligible to hold the position.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as: Experience working various security programs and possessing at least two security programs to include: personnel, physical, information, technology, cyber, operations, and industrial security AND experience working with special access programs (SAP) AND experience protecting and classifying sensitive information. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies: Information Assurance, Risk Management, Security Program Management, and Technical Competence Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for specialized experience at the GS-13 grade level.
