The position serves as the Management Analyst, located in the Office of Community Supervision and Intervention Services within Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). CSOSA provides community supervision of adult offenders released by the DC Superior Court or the United States Parole Commission on probation, parole and supervised release in the District of Columbia.
Duties
Brief Summary of Duties
The incumbent conducts comprehensive performance analysis of teams and branch caseloads to ensure compliance with established policies and procedures. They consult with staff for input on case management practices, policy interpretation, and issues, while conducting operational analyses and management studies. Responsibilities include planning and conducting management surveys and audits, developing improved procedures to prevent fraud, managing complex social service programs, planning budgets, and preparing reports and presentations. Additionally, the incumbent supports policy dialogue, provides program support across geographic regions, and evaluates the effectiveness of policy reforms and social science strategies.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12-31-59 must be registered for Selective Service , if applicable.
- Background security investigation, drug test, and favorable adjudication.
- May be required to successfully complete a one year probationary period (unless already completed.)
- Time-in-grade requirements must be met within 30 calendar day of the closing date of this announcement.
Qualifications
To minimally qualify for GS-11 position, you must meet all the following requirements:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as having experience working as a Management Analyst (or similar position) responsible for conducting comprehensive performance analyses and operational studies, evaluating community supervision and intervention programs, and ensuring compliance with established policies and procedures. The ideal candidate should have experience in data analysis, program evaluation, and management surveys, as well as preparing detailed reports and delivering presentations.
Specialized Experience also includes experience in the following areas:
Data Analysis - Researching, collecting, and analyzing data to evaluate program performance and pinpoint improvement opportunities. Solutions for enhancing business processes can be proposed based on data analysis outcomes, aiding in the decision-making process.
Program Management - Uses performance measurement methodologies to assess program performance. This involves the use of quantitative data related to specific outputs (the direct results of the activities or inputs that go into a program) and the outcomes (the final results or changes resulting from program activities) to measure if a program is achieving the desired results. Focus is on evaluating and assessing the effectiveness and efficiency of an organization, business, or agency's program initiative.
Program Performance Measurement: - Knowledge and experience using principles and methods for evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors, metrics, and outcomes.
Project Management - Skills in planning, executing, and overseeing projects to ensure they are completed on time, within scope, and within budget. This includes resource allocation, timeline management, and performance monitoring.
Analytical Thinking - Capable of analyzing complex data, problems, ideas, and information into smaller, more manageable parts to understand them better. For this position, this means breaking down complex parts of a program to understand and improve processes in order to make informed decisions. This involves identifying trends, evaluating processes, and developing solutions to improve efficiency and effectiveness. This includes Problem-Solving, Data Analysis, Critical Thinking, Logical Reasoning, and Attention to Detail.
Oral Communication - Ability to communicate in both formal and informal settings.
Written Communication - Ability to prepare a variety of documents to communicate ideas or recommendations such as reports, letters, memorandums, or other similar correspondence.

GS-11 Substitution of Education for Specialized Experience: A PH.D. or Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be eligible for the GS-11 position, applicants must have served 52 weeks as a GS-09 or higher in the Federal Service. To be eligible for the GS-12 position, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education is not substitutable for specialized experience at GS-12 grade level.
