You will serve as a FINANCIAL MANAGEMENT ANALYST in the LOGISTICS DEPARTMENT of 31ST NAVAL CONSTRUCTION REGIMENT.
Duties
You will provide financial management cost analysis and functional expertise relative to various assigned programs.
You will compile, analyze, and summarize financial data accurately under time sensitive and uncertain conditions.
You will analyze source data and recommend changes and improvement to processes.
You will assist in establishing and monitoring internal controls to identify problem areas, determine operating program effectiveness.
You will be the Defense Travel Administrator (DTA) for the organization and will establish and oversee the organization routing structure for approving and certifying travel.
You will serve as the Agency Program Coordinator (APC) and be responsible for overall management of the Government Travel Charge Card Program. (GTCC).
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing financial programs (e.g. Standard Accounting, Budgeting and Reporting System (SABRS), Transportation of People (TOP), and Travel and Fleet Card Management) by performing cost analysis of Defense Travel System policies, and regulations and recommending alternative methods of financial management to support the organizations mission.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successfully obtained a Ph.D. or equivalent doctoral degree,
OR
Successfully completed 3 full years of progressively higher level graduate education leading to such a degree,

LL.M., if related
