You will serve as a FINANCIAL MANAGEMENT ANALYST in the Financial Management Community of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

Duties

You will analyze financial management system deficiencies to recommend corrective action. You will advise managers on financial policies to facilitate compliance with federal guidelines. You will conduct financial planning and budgeting analysis for organizational programs. You will analyze and resolve financial problems within an organization. You will draft briefs of financial management policies, procedures, and issues for senior managers.

• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To be considered for GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Resolving financial management issues by determining alternate solutions to problems; 2) Extracting data from Navy Enterprise Resource Planning (ERP), finding discrepancies and performing trend analysis; 3) Moderate to advanced experience in Microsoft Excel manipulating data, creating visuals, etc.; 4) Implementing financial policies and procedures in accordance with the organization's plans and requirements. To be considered for GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Extracting data from ERP & experience in Microsoft Excel; 2) Analyzing work throughout the budget cycle; 3) Ensuring organizational financial practices are in compliance with financial management rules and regulations.
