The primary purpose of this position is to serve as the HQ Air Mobility Command Intelligence, Surveillance, and Reconnaissance manpower manager; to identify and establish requirements for intelligence manpower; and to manage the intelligence function's participation in the Future Year Defense Program process.

Duties
Serves as the primary intelligence staff focal point and spokesperson for manpower and organizational studies or realignments impacting command-wide ISR personnel and functions.
Develops and recommends intelligence policy, directives, and guidance as they relate to ISR manpower requirements.
Serves as MAJCOM Civilian and Military ISR Personnel Liaison. Serves as AMC/A2 point of contact for command intelligence officer requirements, the Vulnerable Movers List (VML), and the boarded leadership position processes.
Serves as AMC/A2 focal point for development of Program Action Directives (PADs), Programming Plans (PPLANs), Support Agreements, and Mission Statements.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles and concepts of analytical and evaluative methods and techniques for the assessment and improvement of complex management processes and systems; it also requires comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to military and civilian manpower acquisition and utilization in order to perform studies concerning the efficiency and effectiveness of manpower utilization and assist in developing concepts and long-range plans for Intelligence. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in the application of DoD and AF manpower and organizational management, principles, and concepts of analytical and evaluative methods and techniques for the assessment and improvement of complex management processes and systems.
Knowledge of AF intelligence specialties, officer, enlisted, and civilian, to include appropriate utilization patterns based on mission/weapon systems requirements and unit organization.
Knowledge of military and civilian Human Resource rules, procedures, and operations sufficient to provide advice to managers on a variety of issues.
Skill in applying analytical and evaluative techniques to identify, consider, and resolve issues or problem concerning efficiency and effectiveness of program operations to devise organization structuring options for complex, diverse organizations.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively, both orally and in writing, negotiates complex issues; and maintains good working relations.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
