Join the Office of People Science (OPS) to lead the development and execution of strategy, policy, processes, and more as a Supervisory Program Analyst in OPS. Duties

OIT Mission: The mission of the Office of Information and Technology (OIT) is to collaborate with our business partners to create the best experience for all Veterans. OIT Vision: To become a world-class organization that provides a seamless, unified Veteran experience through the delivery of state-of-the-art technology. People operations Operations provides human capital consultation and advisory services for OIT functional organizations consisting of over 8,000 front line employees, supervisors, managers, and senior leaders distributed throughout the US and abroad. Major Duties: Performs administrative and managerial activities required to administer and direct the full range of program responsibilities within People Operations. Provides leadership, guidance and assistance to subordinates and supports staff in solving major technical problems. Develops and establishes necessary policies, objectives and goals, ensures programs are implemented effectively. Supervise and lead individual employees and teams to perform analytical studies to determine adherence to program policies relative to performance assessment requirements and controls. Document program inconsistencies and/or anomalies and prepare management reports and recommendations to resolve issues. Provides information to Program Management Officer (PMO) as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Demonstrate consistent emphasis on EEO and avoidance of discrimination in employee selection, promotion, training and other personnel management practices. Serves as a senior human capital advisor to the Program Management Officer (PMO) and Director of People Operation and/or People Science. Plays a key role in the organization by assisting the PMO in all OIT human capital management activities including the development and implementation of plans, policies, procedures and guidance. Act independently to analyze proposals and identify and propose effective solutions to highly sensitive management problems. Responsible for the application of a wide range of qualitative and/or quantitative methods and techniques for the assessment and improvement of programs, processes, and systems to ensure utilization of resources and overall operation of the office. Develops, interprets and advises on human capital management program planning and evaluation. Coordinates the development, design and implementation of OI&T human capital management processes and functions. Leads information gathering efforts and provides input to strategic organizational documents such as Annual Reports, Strategic Plans, VA or OI&T initiatives, summaries or other communication functions. Makes management presentations, chairs formal and informal briefings, and workshops on complex human capital management program activities. Develops short and long range program plans, goals, objectives and milestones in accordance with broad VA or OI&T policies and objectives. Position is not eligible for bargaining unit. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, all qualification requirements must be met by the closing date of this announcement-12/03/2024. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: leading and supporting staff to address human capital policy, administrative and technical issues while developing policies and goals to ensure program implementation. This experience involves identifying and resolving program inconsistencies, preparing management reports with actionable recommendations, and utilizing qualitative and quantitative analysis to enhance program effectiveness and resource efficiency. It includes developing and managing processes to support nationwide program implementation and preparing clear, audience-specific reports on program performance. Additionally, it covers planning and setting short- and long-term program goals in alignment with organizational goals and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
