About the Position: The primary purpose of the position is to provide or obtain a variety of management services essential to the direction and efficient operation of the organization. This position is eligible for regular and recurring telework - as determined by the agency policy.

Duties

Manage the resources and manpower functions for the organization. Oversee military personnel assignments. Serve as action officer and principles advisor between the organization and Civilian Human Resources Service Center. Plan and execute the administrative management program for the organization. Plan, organize, assign and supervise the work of one civilian and one military employee.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • SECRET CLEARANCE: Incumbent must be able to obtain and maintain a SECRET security clearance.
  • Must obtain and maintain the below listed certification and training within 6-months of appointment.
  • Contracting Officer’s Representative (COR) certification and all associated training and or certifications per Defense Federal Acquisition Regulation (DFAR) and the Army Federal Acquisition Regulation Supplement (AFARS).
  • This position requires that the employee occasionally travel away from the normal duty station up to 5% of the time.

SPECIALIZED EXPERIENCE One year of specialized experience which includes: 1) assisting with administrative functions to include personnel and budget management, 2) initiating and tracking personnel actions for military and/or civilian employees and 3) providing advice to management on personnel and administrative matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Management, Human Relations, Human Resources, Public Administration, or other related field. (Note: You must attach a copy of your transcripts.) -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). NOTE: Applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement.
