About the Position: This is a developmental, permanent Administrative Officer position and may be filled at either the GS 11 or GS 12 level. Incumbent is responsible for all administrative functions within the Directorate. Moving expense allowances MAY be authorized, subject to the provisions of the JTR and an agency determination that a move is in the Government's interest. Recruitment, relocation and/or retention incentives MAY be offered for this position.

Duties

As an Administrative Officer, you will be responsible for the following: Manage the resources and manpower functions for the organization. Execute the administrative management program for the Directorate. Serve as action officer and principles advisor between the organization and Civilian Personnel Advisory Center. Provide oversight for a variety of administrative programs to include distribution and dissemination of mail and tasking's from higher headquarters, internal controls and records management. Formulate the internal operating budget for the Directorate. Ensure proper information flow within the Directorate and anticipates and synchronizes operations, meetings and suspense's.

  • Temporary duty travel (5% or less) away from the normal duty station may be required.

Specialized experience required GS 11 level: At least one FULL year of specialized experience at or equivalent to at least the GS-09 grade level in the Federal service. Specialized experience is defined as experience assisting with administrative functions to include personnel and budget management; initiating and tracking personnel actions for military and/or civilian employees and providing advice to management on personnel and administrative matters. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business or business management (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Specialized experience required GS 12 level: At least one FULL year of specialized experience at or equivalent to at least the GS-11 grade level in the Federal service. Specialized experience is defined as experience preparing reports of studies and findings,plans, policies, and various correspondence; developing and executing administrative policies, plans and goals, objectives, and implementation strategies to ensure compliance with all statutory obligations and regulatory requirements. At the GS 12 level, you must meet the qualification requirement using experience alone, there is not substitution of education for experience permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
