The position reports to the Safety Data Sheet (SDS)/Chemical Inventory Service (CIS) Program Manager, Enterprise Support Service (ESS) and serves as the Assistant Program Manager on matters relating to the management and operations of the SDS/CIS and Standards and Codes Programs.

Duties
Assists the Program Manager in daily operational oversight of the SDS CIS supporting OSHA mandated VHA HAZCOM programs.
Oversees access to periodic reports including but not limited to Product Data, Inventory, and Regulatory Compliance for all VHA facilities.
Supports the VISN and VHA facility leads on management of their chemical inventories and access to Safety Data Sheets.
Acts as the training technical advisor for the program utilizing Talent Management System (TMS) and live webinars where required.
Oversees development and support for policies and procedures including federal agency, VHA Directives, Program Standard Operating Procedures and The Joint Commission.
Supports the development and implementation of policy, guidance and procedures related to management systems and regulatory compliance of the SDS CIS Program.
Plans, manages, and coordinates products and services needed to achieve and maintain regulatory compliance Agency-wide.
Resolves difficult and complex technical project management and organizational problems using innovative and original approaches.
Conducts the annual review of the SDS Chemical Inventory Service Guidebook coordinating updates with the ESS Media Service.
Provide oversight of the training program intended to support VHA OSHA HACOM compliance, The Joint Commission and Annual Workplace Evaluations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Integrating, organizing, and analyzing data from multiple data sources using a variety of methods and applications; 2) Communicating orally and in writing representing program matters in meetings or tasks groups; 3) Applying communication skills to work with clients, assessing needs, providing information or assistance, or satisfying expectations; 4) Setting goals and objectives, generating alternatives, evaluating risks, and drawing sound conclusions to support program office needs.

Physical Requirements: The work is generally sedentary in an administrative setting with occasional standing when providing training at conferences/seminars.
