This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration, Veterans Integrated Service Network (VISN 16), Overton Brooks VA Medical Center, Medical Service, Shreveport, LA. The primary functions of this position ensure the business process is in place to support the implementation of new and updated information technology systems.

Duties

Major Duties: This position provides oversight for a variety of software programs integral to the overall administration, equipment packages, and operations of medical service. Collects physical and data security needs for the service areas. It also is the point of contact for OI&T for information technology initiative for hardware and software needs for the service. Controls critical applications, (i.e. Clinical Procedures (CP), Home Oxygen, Oncology/OncoTrax, and Clinical Case Registries). Reviews all software upgrades for medical service programs within VISTA. Provides training and troubleshooting for clinical and administrative staff regarding use of these programs and any upgrades. Responsible for the coordination and training for service staff in clinical and functional areas for various information technology VISTA packages, e.g.; Consult Tracking; PCE (Patient Care Encounter and Visit Tracking); ACRP (Ambulatory Care Reporting); TIU (Text Integration Utilities); and additional VISTA programs as added. Test, debug and maintain software applications that meet functional requirements. Train employees, identify inconsistencies, discussions with management of capabilities of computer software feasibly toward meeting their objectives, validating new programs and options. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing correct/accurate information to hospital personnel; utilizing medical/clinical programs such as Veterans Integrated Systems Technology Architecture (VistA), Computerized Patient Record System (CPRS), ACRP (Ambulatory Care Reporting), Citrix Access Gateway (CAG) and/or other similar programs; retrieving data for reporting purposes; and conducting medical/clinical basic troubleshooting. Education: There is no educational equivalent for this position You will be rated on the following Competencies for this position: CommunicationComputer SkillsKnowledge Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary and ambulatory, will require employee to work with users throughout the Medical Center. Maintenance and training involves walking, moving and lifting loads, and performing mechanical operations requiring an intermediate level of physical exertion. Position is subject to stress due to extended periods of intense mental concentration and the critical nature of expeditious response to situations.
