Duties
This position is located in the Office of the Chief Financial Officer (OCFO), Office of the Deputy Chairman for Management and Budget (DCMB), National Endowment for the Arts (NEA). The incumbent reports to the Deputy Chief Financial Officer (DCFO) and provides senior level budgetary expertise related to the formulation, execution, and presentation of the NEA's budget. In this position, you will:
-Analyze programmatic and operational financial data and develop recurring and ad hoc budgetary reports.
-Provide expert budgetary knowledge and experience to complete work assignments directed by the DCFO in planning, developing and formulating the Arts Endowment's Office of Management and Budget (OMB) and the Congressional budget requests.
-Draft portions of the NEA's OMB and Congressional budget requests for review by the DCFO and Chief Financial Officer (CFO).
-Support the DCFO in developing spreadsheets, databases, and other materials for budget formulation, projections and execution reports, and for presentation to OMB and Congress; and develop multi-year, object class-based Excel formats and forms needed to solicit budget fund requests from each NEA office.
Qualifications
In order to Qualify for this position, you must meet the following requirement:
Specialized Experience:
GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level performing the following duties:
1) Providing budgetary expertise related to the formulation, execution, and presentation of organizational budgets;
2) Analyzing programmatic and operational financial data in order to develop budgetary reports;
3) Drafting portions of budget requests for review by senior management; and
4) Developing spreadsheets, databases, and other materials for budget formulation, projections and execution reports.
