The primary purpose of this position is to serve as senior computer scientist/technical consultant for work involving application and development of mathematical, statistical and computer science techniques within the Technical Support Services Division; Providing post mission and real time software for use in production and computational analysis of scientific test data.
Duties
Applies mathematical and software engineering principles and disciplines to the building of hardware and software intensive systems.
Performs significant software engineering duties related to the Organization Standard Process (OSP) which supports complex, often highly specialized, state-of-the-art R&D software and systems engineering systems.
Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposiums, contractors, research and development (R&D) organizations by reading/reviewing technical journals and current literature, and participation in formal training programs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days of the closing date will have, at least one year of specialized experience at the next lower broadband NH-02, equivalent to next lower grade (GS-11) in Federal service or equivalent in other pay systems. Specialized experience includes expert knowledge involving both application and development of mathematical, statistical and computer science techniques; Researches, interprets, analyzes and applies new and improved techniques, tools, technologies, and processes for the accomplishment of software and systems development objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of computer science principles, software/systems engineering concepts and practices applicable to a wide range of duties associated with informational systems software design and development activities. Requires a four year degree in computer science or related field.
2. Ability to modify standard practices and adapt techniques to solve a wide variety of interrelated problems to adapt precedents and make departures from previous approaches to similar projects in order to provide for specialized requirements.
3. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and, identify changes and trends.
4. Skill in applying analytical and evaluative techniques to the identification. consideration , and resolution issues or problems concerning efficiency and effectiveness of program operations.
5. Ability to participate in study teams; originate new ideas. projects. and methodologies; and execute projects and/or studies within established time constraints.
6. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations.
Ideal Candidate Statement: (cannot be used for qualification determination):
Knowledgeable and experienced in the support of open-air flight and weapon testing to include data analysis and processing of range data resources for Radars, Telemetry, Digital Video, and TSPI information for both real-time mission and post-mission data reduction aspects.
Has a high level of expertise and in-depth mathematical knowledge of TSPI and other sensors to include inertial measurement units, GPS, RADAR, optical cameras, threats (SAMs/Guns IADS) and altimeters.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
