Duties
As the Senior Financial Analyst (Team Leader) in the Financial Management Branch, responsibilities include managing the activities of the development and execution of the IT/IM budget request.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following:
Demonstrated ability to obtain, review, combine, analyze and present complex budget data, including the demonstrated ability to handle large datasets and deliver complex quantitative analyses using advanced features of Microsoft Excel such as pivot table reports and charting tools.
Demonstrated ability to identify, comprehend, analyze, and discuss complex issues and problems, as well as determine relative priorities, and develop recommendations or alternatives to focus quickly on possible solutions for management action.
Demonstrated ability to perform research work independently based only on general instructions and to present the results in an accurate and concise form.
Demonstrated advanced oral and written communication skills, and experience effectively conveying and presenting complex and detailed information of a financial nature to colleagues, peers, senior management officials, and representatives of other institutions, agencies, or organizations.
Demonstrated administrative and management skills in coordinating, developing, leading, training, and coaching the efforts of financial and analytical personnel working in diverse disciplines for assigned projects.
SPECIALIZED EXPERIENCE is defined as at least one year of experience as described below:
-Expert knowledge of financial management activities sufficient to make independent analyses and evaluations for the soundness and merit of the activities and proposals stemming from IT programs
AND
-Overall knowledge and experience sufficient to conduct complex analyses of assigned programs, evaluate varied proposals and approaches to IT programmatic problems, and maintain cognizance of the budgetary features and issues underlying major IT programs
AND
One of the following:
-Knowledge of Federal procurement regulations, and agency procurement and contracting policies and processes
-Knowledge of Federal laws, regulations, policies, and standards related to the acquisition and management of information technology and information management resources
-In depth awareness of the activities and work products of external IT/IM oversight and coordinating groups, such as GAO, OMB, CIO Council, or other Government-wide groups
