Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Supervisory Financial Management Specialist, you serve as the Deputy Division Director, providing leadership, direction, and functional guidance related to the financial management activities of HRSA. Your major duties and responsibilities include: Advising and supporting the Division Director with managing the Division staff and operations to ensure oversight for HRSA financial activities and to ensure that the Agency's resources are being properly used and protected. Representing HRSA in matters of agency operations and financial management to the HHS Office of the Assistant Secretary for Financial Resources, Office of the Assistant Secretary for Administration, Staff Divisions within the Office of the Secretary, OMB, other Federal agencies, and Congress. Assisting the Director in serving as the Agency's focal point for coordinating financial audits and financial assessments of HRSA programs. Ensuring that appropriate actions are taken to correct deficiencies identified through audits or other reviews or investigations. Working with the Director to analyze and evaluate long-range activities and provide recommendations to improve the effectiveness of operations in meeting mission-critical goals and objectives. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

Qualifications

QUALIFICATION REQUIREMENTS: In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: Providing technical guidance for a wide variety of complex financial issues to ensure compliance with federal grant and legislative requirements. AND Providing leadership and guidance in the identification and resolution of financial deficiencies in federal grants management activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. AUDITING - Knowledge of generally accepted auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program audits. GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.
