About the Position: The U.S. Army Contracting Command was established on March 14,2008. The mission is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs.

Duties

Provide guidance and direction over the evaluation, implementation, and operation of existing management information and automated business systems. Provide functional and technical support and trains on a variety of systems to staff. Analyze systems and data for inaccurate and incomplete information. Develop new reporting and analytic tools. These duties are described at the full performance level (GS-12). Applicants may be selected at the GS-11 or GS-12 grade level.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months of entrance on duty.

Current Civilian Employees of the Organization In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11 Specialized experience: One year of specialized experience which includes assisting in analyzing data from multiple systems to identify any inadequacies; assisting in developing training on acquisition and contracting related automation systems; assisting in implementing automated business system processes for the Command. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education Substitution: Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization, natural sciences, social sciences, philosophy, psychology, education, communication, architecture, data analytics/computer science, healthcare ad min, mathematics, management, ad information technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized experience: One year of specialized experience which includes analyzing data from multiple systems to identify any inadequacies; developing training on acquisition and contracting related automation systems; implementing automated business system processes for the Command; developing analytical tools to improve data reporting accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position?in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsProblem SolvingTechnical Competence Education can be substituted for experience at the GS-11 grade level. Education cannot be substituted for experience at the GS-12 grade level. GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
