About the Position: Contract Management Specialist assigned to Headquarters, US First Army Deputy Chief of Staff-G4, Rock Island, IL.

Duties

Assist Requiring Activities (RAs) in the development of procurement documents for accuracy. Monitor the procurement process from pre-award to final delivery requirements. Work with various personnel to resolve problems occurring during the established procurement phase. Oversee and ensures compliance with the terms of contracts to determine the reasonableness of contract modifications. Conduct discussions as necessary with contractors and assists project managers with discussions of contract issues. Advise on all phases of negotiation with the contract specialist/contracting officer for contract completion. Perform in-depth research of procedures, policies, and regulations to provide technical advice to management and project managers Ensure contract award is accomplished according to guidelines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This is an Army Acquisition, Technology, and Logistics Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position requires Level II certification in the Acquisition Career Field “Contracting” or the incumbent must be able to obtain certification within 24 months of appointment.

Specialized experience: One year of specialized experience equivalent to the GS-11 grade level, or equivalent pay band which includes; performing initial cost analysis to determine completeness for contract work requirements such as cost customer's estimates and/ or vendor's proposals; reviewing procurement submissions for adequacy prior to the initiation of contractual actions; consulting with contracting personnel to solve problems such as reducing costs, adjusting delivery schedules, or assessing basis for requesting sole source procurements; assisting with establishing contract terms for new contracts or modifications to existing contracts. The definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11). Education
