Duties
PRIMARY PURPOSE: To serve the Chief, Joint Concepts Branch in the Strategy, Policy, and Doctrine Division at NORAD and USNORTHCOM, with the full scope of authority and responsibility for directing the activities of the branch. Leads and supervises the development and review of joint concepts policy, command strategy, and exercises as part of an integrated team (US and Canadian military, civil service and contractors) engaged in reviewing, drafting and updating command strategy, concepts, and policy as it pertains to the conduct of NORAD and USNORTHCOM missions as well as related issues for the United States. Additionally, the employee will work as an action officer (military support specialist) and coordinate with senior staff counterparts in the Joint Staff, OSD, other U.S. Government Agencies, the Interagency community, and Combatant Commands regarding strategy, policy and command relationship development and refinement that impact NORAD and USNORTHCOM.
DUTIES:
Exercises supervisory personnel management responsibilities.
Develops National, Department of Defense (DOD), and Joint Staff strategy, concept, planning, and policy documents to ensure NORAD and USNORTHCOM integration and compliance.
Strategic development, review, and coordination.
Leads the development, coordination, and submission of NORAD and USNORTHCOM input to the Office of the Secretary of Defense and Joint Staff on a myriad Homeland Defense and Civil Support strategy, policy, and planning subjects and initiatives in the USNORTHCOM Area of Responsibility.
Represent NORAD and USNORTHCOM at national and international meetings, conferences, symposia and site visits related to duties assigned.

- This is a Centrally Managed position in the Operations Field.
- "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
- May travel by military or commercial air to conferences, meetings and other functions away from the duty site.

- The employee is required to work other than normal duty hours, which may include evenings, weekends and/or holidays and is subject to short- or no-notice recall to duty for emergency situations or exercises.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
Continually supervises a diverse team of joint officers, enlisted service personnel, other GS employees and contractor support. Has supervisory responsibility of 6-10 personnel at one time. Provides technical expertise and directs the efforts of contractor personnel supporting this Division. Provides guidance for functional areas. Assigns and prioritizes work; sets deadlines. Interfaces regularly with O-6 division chiefs and O-8 director.
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery of strategy, policy, doctrine, and traditional combatant command activities as they apply to Joint Staff planning and processes; thorough knowledge of political/military issues to perform strategic analysis of national, interagency, DOD, and Joint Staff publications, instructions, and directives; mastery of bi-national, joint and multi-service strategy, policy, doctrine, tactics, techniques and procedures to analyze and evaluate current strategy and plans or develop new strategy and plans in support of NORAD and agency missions. Based on analysis, develops conceptual solutions to DOD, NORAD and agency challenges; comprehensive knowledge of strategy, policy, doctrine and traditional bi-national and combatant command activities as they apply to Canadian and U.S. Joint Staff planning processes; comprehensive knowledge of bi-national, U.S. federal, Canadian, DOD and Joint Staff strategic planning guidance to leads NORAD and agency command strategy development; creates strategic defense policies in accordance with national defense directives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Joint operational strategy, policy, doctrine and the relationships between the various combatant command and bi-national partners missions and organizations. Familiarity with the National Security Strategy, National Defense Strategy, and Quadrennial Defense Review.
Knowledge of bi-national, Canadian Department of National Defense, U.S. Department of Defense, Joint Staff, and Services vision and strategic documents and development processes.
Knowledge of safety and security regulations, practices and procedures.
Working knowledge of task management tools and computer processing suites.
Skill to negotiate and defend ideas and support exercise concepts. Skill in preparing oral and written communications.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior NORAD and USNORTHCOM leadership use and decision-making. Reviews and approves packages of subordinates. Ability to lead strategic-level concept development.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
