Duties
This Marketing Specialist position is located in Strategic Communications and Public Affairs (SCPA), Marketing and Branding (MB), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Developing and implementing a wide number of integrated marketing plans and strategic branding initiatives, which includes increasing brand awareness, driving increased enrollments in TSA Pre Check, and ensuring brand credibility and integrity, and cultivating stakeholder marketing partnerships.
Directing and promoting engagements with senior level executives and various external stakeholders, such as airlines, hotels, travel management companies, and industry associations to establish marketing/advertising partnerships and garner support to amplify key Transportation Security Administration (TSA) messages.
Developing new ways to communicate messages on controversial and sensitive Marketing and Branding topics as they arise and ensuring messaging is clear and consistent across all communication mediums using a variety of tools and multi-media approaches.
Manages associated program budget(s) including annual forecasting, invoice control and reconciliation, tracking of campaign funds and scheduled reporting. Serves as a Critical Incident Management Group (CIMG) SCPA representative, Purchase Card Holder, and Contracting Representative (COR) level 2 certification for the marketing and branding division.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-I Band (GS-13) in the Federal service. Specialized experience MUST include all the following:
Conducted market research to establish effective marketing strategies; and
Developing marketing plans, strategic branding initiatives and or communication plans for a program office or organization; and
Conducted account management, and or business development initiatives with private sector and or public service.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
