The primary purpose of this position is: To serve as NORAD and USNORTHCOM financial and budget analyst for USNORTHCOM's Official Representational Funds and local Command Protocol Operations and Maintenance (O&M) and Special Morale and Welfare (SM&W) Funds (Non-appropriated).

Duties

Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. Plans and coordinates activities designed for distinguished visitors (DVs), foreign and domestic military and civilian visitors, Department of Defense, state, local, and other interagency affiliates when the Command Staff is involved as directed by the Command Director of Protocol. Authors and coordinates the NORAD and USNORTHCOM Special Morale and Welfare (SM&W) budget and USNORTHCOM Official Representation Funds (ORF) budget programs. Provides custodial control Operational and Management (O&M) Fund. Independently manages and controls the N&NC official memento lockers supporting the Commander as well as other key leaders in the Commands.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP.
  • This is an Obligated Position in which an employee has return rights. Upon the employee’s return, incumbent may be required to vacate this position.
  • Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel Regulations may be required in performance of temporary duty (TDY).
  • Employee may be required to work and/or be on call after normal duty hours, which may include evenings, weekends or holidays.

  • Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours.
  • This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs; and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. OR EDUCATION: Applicant has successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience required but has more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, has a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of Department of Defense policies, regulations, and laws related to financial management, budgeting, cost and economic analysis, planning, and programming and budget execution. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s). Knowledge of missions, functions, goals, and objectives of NORAD and USNORTHCOM. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Ability to communicate effectively, both orally and in writing; address complex issues and maintain good working relations with coworkers, subordinates and supervisors. Ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and organize details in concise reports/briefings to facilitate decision-making. Extensive knowledge of the concepts, principals, and techniques to establish, implement and maintain a proactive protocol program requiring foundational understanding of both civilian and military protocol, etiquette manuals and guides, joint service and NORAD-USNORTHCOM policies, regulations, and procedures. Knowledge of protocol, etiquette, correspondence and security requirements as well as pertinent laws, regulations and policies applicable to the full range of protocol. Skill in planning and executing distinguished visitor programs. Ability to exercise sound judgment, discretion, tact, diplomacy, quick responsiveness while maintaining poise and professional demeanor. Skill in planning individual workload and composition of written material covering a wide variety of subjects in multi-tasked environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
