About the Position: Serve as a member of one of the teams established for the Acquisition, Management & Disposal Section of the Real Estate Branch performing a variety of acquisition, management or disposal transactions that encompass complex properties typically requiring in-depth analysis of issues and possible alternatives. The real estate transactions may support either civil works or military programs.

Duties

Acquire property and/or appropriate interests in real property, in connection with public lands programs and/or water projects, special-purpose space such as recruiting centers, military, depot storage, factory, or general-purpose storage space. Conduct realty planning and drafts reports pursuant to Title 10 and other legislative and regulatory requirements. Perform all required duties for excessing and disposal of properties (permanent or temporary interests) in accordance with applicable delegations of authority, laws, regulations, and directives. Coordinate work associated with procurement of title evidence with Office of Counsel. Work directly with representatives of governmental or private organizations to resolve problems related to land use, to assure compliance with the operative real estate agreement(s) Identify or assist clients in developing and refining requirements by performing formal market surveys. Provide inspection and administrative services for complex real property transactions. Assure that all real estate actions are processed, and that files are documented in accordance with all applicable laws and regulations. Responsible for final inspection and documentation that protects the interests of the US at the time property is vacated and/or sold, and for negotiating settlements in cases where leased property is damaged.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. For GS-09: Specialized Experience: One year of specialized experience which includes experience: Applying general understanding of Federal contracting rules, regulations, and procedures sufficient to complete Federal real estate transactions such as acquisition, management, or disposal assignments; Experience with civilian federal government, state, and local government procedures for acquisition, management, and/or disposal transactions; Experience with an automated system, such as Real Estate Management Information System (REMIS) or similar, sufficient to enter and extract appropriate data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For GS-11: Specialized Experience: One year of specialized experience which includes experience: Applying a wide range of Federal real estate principles and practices, sufficient to resolve complex and complicated problems; Implementing federal real estate laws and Federal regulations to reliably advise customers, such as property owners, clients, lessors, and professionals in the private sector, on real estate transactions; Implementing federal procedures and regulations related to all facets of real property transactions to resolve unique or potentially controversial issues; Informally estimating value of property in well-organized market situations where comparables exist; Experience with an automated system, such as Real Estate Management Information System (REMIS) or similar, sufficient to enter and extract appropriate data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-07: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
