About the Position: You will serve as Deputy to the Chief, REO, Norfolk District, and as Chief of Acquisition, Management and Disposal Branch planning, developing, and coordinating civil and military real estate programs for the Norfolk District and ensuring timely execution of the mission within established schedule milestones.
Duties
Formulate and execute plans, policies and procedures for command and control of real property and coordination of real estate acquisition, management, and disposal program activities of the District.
Advise, implement, and execute RE programs within applicable law and policy mandates, including matters that may be controversial or precedent setting.
Develop and implement quality assurance techniques for real property actions to ensure compliance with appropriate policies, procedures, delegations, and regulations.
Perform supervisory functions such as assigning work, evaluating performance, interviewing applicants and making selections, determining training needs, recommending incentive awards and disciplinary action, acting on personnel management problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
- This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- The duties of this position require incumbent to obtain and maintain a Real Estate Contracting Officer Warrant.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes:
Utilizing expert knowledge of real estate principles, policies, and practices in property acquisition, management, and/or disposal to provide guidance to various agencies, State and local governments on land or property acquisition or disposal, planning or relocation of property-owners, tenants, or other affected parties;
Evaluating variety of technical, political, and legal data that relates to the ownership and/or use of real property;
Resolving conflicts in policy and real estate program objectives, and/or problems in complex or controversial real estate transactions involving complex negotiations;
Managing activities for various real estate programs such as land management (Federal or Indian-owned), National Armed Services Recruiting Program, National Leased Government Housing Program, National Timber Harvesting and Forestry Program, the Water Resources Development Act, Civil Works Water Resources projects, and similar;
Assigning work to subordinates, developing performance standards, and providing coaching, mentoring, and guidance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
