About the Position: Serve as Chief of the Acquisition, Management and Disposal Branch, responsible for the functional area of acquisition, management and disposal of real property, and providing professional real estate advice to the Chief, Real Estate Division, other Division Chiefs, and the District Commander.
Duties
Manage program segments of the acquisition, and management and disposal of real estate interests as required to meet the program objectives of the Real Estate Division and the Norfolk District.
Evaluate a variety of technical, political, and legal data that relates to the ownership and/or use of real property; advise Division Chief on the Branch’s work relationships to broader programs.
Direct negotiations of real estate instruments including leases, licenses, easements, and permits for various types of uses including residential, commercial, and industrial.
Plan work to be accomplished by subordinates, set priorities, prepare schedules for completion of work, evaluate work performance, and find ways to improve production or increase quality of the work directed.
Requirements

- This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 20 % of the time.

Specialized Experience: One year of specialized experience which includes: Applying federal real estate principles, policies and methods to manage acquisition of real property for civil works and military programs; Managing Disposal Program including the disposal of timber, buildings, sand and gravel, and other real property as directed by special legislation; Reviewing directives for acquisition and, through team leaders, directing negotiations with property owners; Utilizing knowledge of the National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act, Archaeological Resources Protection Act, and other applicable statues and Executive Orders to ensure compliance; Assigning work to subordinates, developing performance standards, and providing coaching, mentoring, and guidance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
