The primary purpose of this position is to serve as Assistant Chief for Training responsible for developing and managing a comprehensive training program of a sufficient magnitude for all functional areas of the base Fire Protection Flight.

Duties

1. This position will support the Federal Government's response efforts to COVID-19. 2. As the Assistant Chief of Training, plans, develops, implements, reviews, and evaluates the comprehensive fire prevention training, safety, and hazardous material handling programs at the installation. 3. Prepares monthly, quarterly, semiannual, and annual training schedules for approval. Plans and schedules work to meet program goals and objectives. Independently performs development and revision of training materials. 4. Conducts recurring proficiency training in each functional area of fire protection.Conducts live (announced) crash fire training and structural exercises. Conducts unannounced structural and crash rescue exercises in coordination with the Fire Chief.

  • Physical demands include heavy lifting, walking, crawling, kneeling, rapid mental and muscular coordination, climbing, and is required to maintain physical fitness requirements necessary to perform the job
  • Incumbent may be required to work an alternate work schedule, which requires an uncommon tour of duty consisting of a 56- or 60-hour work schedule, with supervisor’s approval
  • Incumbent must hold a valid California drivers class C license
  • Incumbent must be able to obtain and maintain a SECRET Security Clearance
  • Work environment may include outside work and inside work, excessive heat and cold, dust, smoke, water, fumes, slippery or uneven walking surfaces, above or below ground, and irregular hours of work; i.e. day and or night
  • Must pass an initial pre-employment medical examination, periodic examinations, required physical fitness/physical agility tests

Qualifications

Conditions of Employment Continued: This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP. This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program. Duties may require wear of firefighting personal protective equipment with Self Contained Breathing Apparatus (SCBA) and entering environments designated as immediately dangerous to life or health (IDLH). Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: CURRENT AND PRIOR FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. EXTERNAL APPLICANTS: Must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of creditable specialized experience includes: demonstrates the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. This includes having knowledge of the principles, concepts, methodology, and recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes. Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity. Knowledge of the principles, practices, and techniques of fire protection and prevention proficiency training. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in¬-grade requirements to be considered eligible. CURRENT AND PRIOR FEDERAL EMPLOYEES: One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-10 level. EXTERNAL APPLICANTS: One (1) year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Special Retirement Provisions Authority: FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 U.S.C. 8401(14), 5 U.S.C. 8412(d), and 5 CFR 842.802]. OR Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902]. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
