The primary purpose of this position is to serve as Assistant Chief for Health and Safety responsible for developing and managing a comprehensive Fire Department Occupational Health and Safety Program of a sufficient magnitude for all functional areas of the base Fire Emergency Services Flight, and to provide consultation, direction and guidance regarding all aspects of Fire Department Occupational Health and Safety.

Duties

1. This position will support the Federal Government's response efforts to COVID-19. 2. As the department's Health and Safety Officer (HSO), plans, directs, coordinates, and evaluates activities necessary to implement a comprehensive Fire Department Occupational Safety and Health Program. Develops goals and objectives to integrate health and safety principles into all facets of Fire Emergency Services. Researches, interprets, analyzes and applies US Code of Federal Regulations, Air Force Instructions, Manuals, Pamphlets and Handbooks, National Fire Protection Association Standards, DoD policy directives and guidelines. Responsible for the development, implementation, and management of the official written risk management plan in accordance with adopted standards. 3. Prepares and develops specialized Flight Management Plans and Standard Operation Policies/Guides defining mishap prevention, handling, and storage procedures based on interpretation and/or adaptation of instructions and policies formulated by higher headquarters or other federal government agencies. Evaluates new trends for policy development or for further inquiry and study leading to new methods for eliminating or controlling serious hazards to life and property. 4. As the department's Hazardous Materials Response Program Manager, manages the various program elements to prepare, equip, and respond to emergencies involving the release or potential release of hazardous materials into the environment. Develops specialized program guidance, Flight Management Plans, Standard Operation Policies/Guides, and/or risk management tools pertaining to hazardous materials incidents involving CBRN, terrorist use of CBRNE, CBRNE attacks, and natural occurring disease outbreaks. 5. As the primary Incident Safety Officer (ISO), participate within the incident management system as a command staff member and respond in accordance with SOP/SOG to emergency incidents. Monitor the incident action plan, conditions, activities and operations to determine compliance with the departments risk management plan. 6. Plans investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written reports concerning findings. Work operations and environmental conditions involve a substantial number and diversity of hazards that include those with potential for significant severity and loss.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • Duties may require wear of firefighting personal protective equipment with Self Contained Breathing Apparatus (SCBA) and entering environments designated as immediately dangerous to life or health (IDLH).
  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program.
  • As a mandatory requirement for employment in the TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing.
  • The selectee must sign statements acknowledging the position is identified as a TDP.
  • Incumbent may be required to work an alternate work schedule, which requires an uncommon tour of duty consisting of a 56- or 60-hour work schedule, with supervisor’s approval.
  • Subject to recall in the event of real fire/disaster emergencies. Incumbent may also be required to take part in test alerts and practice readiness exercises.
  • Required to participate in a physical fitness program and pass an annual physical.

Qualifications

Conditions of Employment continued Physical demands include heavy lifting, walking, crawling, kneeling, rapid mental and muscular coordination, climbing, and is required to maintain physical fitness requirements necessary to perform the job. Work environment may include outside work and inside work, excessive heat and cold, dust, smoke, water, fumes, slippery or uneven walking surfaces, above or below ground, and irregular hours of work; i.e. day and or night. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Incumbent must hold a valid California drivers class C license within a year of hire. Incumbent must hold a Secret Security Clearance. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: CURRENT AND PRIOR FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. EXTERNAL APPLICANTS: Must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of creditable specialized experience includes:(1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention.Note: Your resume must show supporting detail in describing your experience, please be clear and specific. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. CURRENT AND PRIOR FEDERAL EMPLOYEES: One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-10 level. EXTERNAL APPLICANTS: One (1) year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of occupational safety and health management systems, principles, techniques, laws, codes, and standards applicable to the fire service; occupational health and safety hazards related to non-emergency operations; current health maintenance and physical fitness issues that affect fire service members. 2. Knowledge of safety and health hazards associated with emergency operations; building construction; fire science and behavior relative to predicting dangerous fire ground environments; personnel accountability systems; incident scene rehabilitation strategies; and the ability to manage incident scene safety per organizational policies and national consensus standards. 3. Knowledge of hazardous materials emergency response procedures, equipment, identification, and mitigation actions. 4. Knowledge of the theory, principles, methods, techniques, and practices of firefighting and rescue operations. 5. Knowledge of the operation of fire department communications equipment. 6. Ability to operate and direct others in operating under stressful and dangerous conditions. 7. Ability to communicate effectively, both orally and in writing. 8. Ability to track trends and practices to identify and reduce hazardous conditions and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
