The primary purpose of this position is: To serve as the Deputy Fire Chief to fully share with the Fire Chief the overall management and control of the Fire Protection Flight through two or more Assistant Fire Chiefs in charge of operations, training, and technical services. Assumes full responsibility for the Fire Protection Flight during the absence of the Fire Chief.

Duties

1. This position will support the Federal Government's response efforts to COVID-19. 2. As Deputy Fire Chief, participates in all aspects of the administration and planning of a comprehensive fire prevention, firefighting, and rescue program at the installation. 3. Serves as the on-scene commander of a fire/crash scene until relieved by the Fire Chief. 4. Assists the Fire Chief by representing the Fire Protection Flight at a variety of installation, local community, and functional area organizations and by participating in special projects and initiatives. 5. Participates with the Fire Chief in the exercise of supervisory personnel management responsibilities.

  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of
  • illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent may be required to work an alternate work schedule, which requires an uncommon tour of duty consisting of a 56- or 60-hour work schedule, with supervisor’s approval.
  • Required to participate in a physical fitness program and pass an annual physical.
  • Incumbent is on call 24 hours a day, 7 days a week unless TDY or on leave.
  • Incumbent must hold a valid California drivers class C license.
  • Incumbent must hold a Secret Security Clearance.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • Physical demands include heavy lifting, walking, crawling, kneeling, rapid mental and muscular coordination, climbing, and is required to maintain physical fitness requirements necessary to perform the job.
  • Work environment may include outside work and inside work, excessive heat and cold, dust, smoke, water, fumes, slippery or uneven walking surfaces, above or below ground, and irregular hours of work; i.e. day and or night.

Qualifications

(CONDITIONS OF EMPLOYMENT Cont. BELOW) This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program. Duties may require wear of firefighting personal protective equipment with Self Contained Breathing Apparatus (SCBA) and entering environments designated as immediately dangerous to life or health (IDLH). A pre-employment physical examination is required. QUALIFICATIONS- This position is Centrally Managed by the Civil Engineer Career Field, PCS cost will be paid IAW JTR and Air Force Regulations, DNRP is not authorized. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of creditable specialized experience includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Special Retirement Provisions Authority: FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 U.S.C. 8401(14), 5 U.S.C. 8412(d), and 5 CFR 842.802]. OR Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902]. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Certification requirements for this position are: Fire Officer III (includes Fire Officer I, II), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), and Airport Fire Fighter (includes Firefighter I, II). Knowledge of the theory, principles, methods, techniques, and practices of structural and airfield firefighting, fire prevention, hazardous materials, emergency medical services, and operation of firefighting equipment and vehicles. 4. Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions. 5. Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of an organization. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
