The incumbent works within the Facilities Engineering Service (FES) Coatesville VAMC and reports directly to the Service Chief.
Duties
The primary function of the Program Specialist is the development and administration of Purchase Orders, Contracts, Procurement Packages and Obligation Control Documents for payment of utilities, service contracts, maintenance contracts, repairs services, construction contracts, equipment purchases, material purchase and other procurement and contracting needs within FES.
The secondary function of the is the administration and oversite of the FES annual budget (approximately $25,000,000).
Incumbent works closely with the Resource Management Service, Fiscal Service and Contracting (NCA-4) to track and coordinate the award and administration of Budgets, Purchase Orders and Contracts
Procurement
The Program Specialist will prepare or assist in the preparation of procurement packages to include all necessary paperwork, selecting the proper accounting codes, invoice processing, payment tracking, and if necessary de-obligation of residual funding not expended for all FES sections
Budget Prep and Management
Incumbent oversees budget formulation, validation, compilation, and submission, requiring frequent contact with Service Supervisors, Program Managers and Fiscal Service. Develops, prepares, presents, justifies, and defends analyses and summaries of budget performance to Service Chief and at annual budget calls, staff meetings, impromptu meetings with senior leadership, related conferences, and during compliance audits.
Contracting
Incumbent will, in coordination with FES Supervisors and program managers, be responsible for all FMS Purchase and Contracting Activities. The Program Specialist will gather all required information necessary for preparation of Contract Documents and Purchase Orders and entering complete FORCE packages, track budgets, track contract renewal/option dates and ensure timely certification of IPPS Invoices.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Qualifying specialized experience includes: Experience with contracting or procurement, Budgeting duties, such as reports, verification of funds and formulation/validation. Qualifying experience may also include administrative responsibilities such as tracking training requirements, data collection/complication and/or participates in informational meetings. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond I have a combination of Education and Experience. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-11.

Physical Requirements: Work is primarily sedentary, with some walking, standing, bending and carrying of light items.
