The Supervisory Medical Administration Specialist is responsible for overseeing Health Benefits Section within the Health Administration Service. The Health Benefits Section encompasses Admissions/Eligibility, Pre-Registration (demographic updates; insurance information; etc.), and Details (deaths; patient funds; State Veterans' Home; Contract Nursing Home; Home Health; etc).

Duties

Major duties include, but are not limited to: Responsible for administrative and technical supervision of employees. Responsible for analyzing the administrative workflow and problems to establish and develop adequate operational procedures to ensure proper functioning of all organizational components of the section. Gives advice, counsel, and instruction to employees on both work and administrative matters. Participates in planning, implementing, and evaluating all programs relative to the Enrollment and Eligibility Section. Provides timely input to HAS leadership regarding performance improvement, space utilization, equipment management, and systems analysis. Assists the Chief, HAS in interpreting new guidance and directives that directly and /or indirectly impact Health Administration Service. Serves on various medical center committees, planning committees, improvement workgroups, or any others special project's that may arise. Ensures that HAS staff are compliant with a multitude of functions. These functions include, but are not limited to; data entry, scheduling accuracy, consult management, eligibility determinations, coding accuracy, ICB capture and document scanning accuracy and timeliness. Serves as the Patient Information Collection Manager (PICM) and as such maintains responsibility for various data collection, monitoring, and reporting for the consideration of the CBI Committee, and Facility Revenue Committee to act as deemed appropriate. Serves as the administrative authority on determining Mission Act eligibility. Duties include but are not limited to verifying Community Care mileage determinations in the Enrollment System. Prepares contract specifications and obtains accurate data to support continuation or cancellation of contractual obligations through quality monitoring of such Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Researches and analyzes problems, issues or program requirements by gathering data/information from various sources. Provides administrative oversight in coordinating and integrating the activities of the department to ensure the coordination and efficient delivery of all services. Collaborates with management in planning, scheduling, and timing of program operations within funding limitations. Reviews and approves the substance of reports, decisions, case documents, contracts, or other action documents. Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; Coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or LL.M, if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 3 full years of progressively higher level graduate education leading to such a degree. You will be rated on the following Competencies for this position: Administration and ManagementOral CommunicationTechnical CompetenceWritten Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience:Eligibility and enrollment, Health benefits and outreach programs Physical Requirements: The work is primarily sedentary but also demands some standing, walking, bending, lifting, and carrying of charts, clinical folders, forms, and miscellaneous supplies to various locations within the medical center. The incumbent frequently walks to various parts of the medical center including patient care areas.
