The incumbent serves as an Administrative Specialist in the Chief of Staff's Office within the Coatesville Veterans Affairs (VA) Medical Center. This position reports to the Executive Assistant to the Chief of Staff. This position provides a key role in assisting the Services in the development and implementation of policies and procedures, long and short-range planning, budget, guidelines, and proposals for efficient and effective utilization of resources and the operation of the division.

Duties

The following duties are representative in nature and are not an all inclusive list. Administration Recommends courses of action and conducts executive review of correspondence which requires the concurrence, or signature of the Service Chief(s) or higher-level officials. Resolves significant problems relating to such correspondence through negotiations with the originating or concurring offices. Planning Performs and/or directs special studies and projects as directed by the Executive Assistant, some highly confidential and complex in nature. Responds expeditiously to unannounced demands for surveys and statistical reports and ensures all reporting is completed timely and accurately. Resource Management Assists the designee prepare budget projections based on studies of past expenditures, mastery of service requirements, changes in workload, and future goals of the assigned service(s). This requires collaboration with the Service Chief(s), Chief Fiscal Service and medical center Executive Leadership Team to accurately assess, determine, and forecast specific needs and communicate the information effectively to all parties. Contracting Officer Representative (COR) Assists the COR, performing a critical role in the clinical procurement process and oversight of clinical contracts to include, but not limited to, clinical goods and services, equipment procurements for the assigned service(s). As such, Tracks and monitor all clinical contracts for the service. This will include tracking data, length of contracts, exercise of options, and availability of funding for future option periods. This is not an all inclusive list. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: exposure to procurement and contracting duties and record keeping; coordinating and monitoring the functions of administration services within an office; managing budgetary activities; assisting with human resources functions to include, recruitment, position classification, performance, training etc.; preparing letters, reports and presentations; maintain and improve systems of delivering health care by developing programs and policies; presenting results of program analysis, composing and presenting new procedures . Experience as a Contracting Officer's Representative (COR) preferred. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's Degree, two (2) full years of progressively higher graduate level education at an accredited college or university leading to such a degree, OR an LL.B or J.D. if related or Ph.D. or equivalent Doctoral Degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts required. OR, Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-9 grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the GS-9 grade level; then determining the applicant's education as a percentage of the education required for the GS-9 grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for the GS-9 grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used. Transcripts required. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Light lifting is usually in the form of binders, office materials or portable electronics.
